Mr Giang has been responsible for many positions, from administrator, and operations specialist, to management, research, and development.
In 2022, he was appointed Deputy Director of Vietnam Internet Network Information Center (VNNIC), in charge of public engineering. technology, management, operation, and development of important national Internet systems (VNIX national Internet exchange station, national DNS system), VNNIC's service and security systems.; In 2025, he was appointed Acting Director Genenal of Vietnam Internet Network Information Center

Sajid Rahman is a multidisciplinary leader who has worked in the financial services, health care, renewable energy, and technology sectors. He served as Managing Director at Standard Chartered Bank at locations across Asia and Africa. He is a well-known business strategist and capable change agent with over 20 years of experience at the senior management level and 10 years of experience at the board level, managing transformation and growth agendas.

Sarmad has been with ICANN since 2014. He is currently involved with Internationalized Domain Names and Universal Acceptance initiatives at ICANN. He has a background in research and development of local language technology, including localization and specifically speech and language processing. He has been a professor of Computer Science before joining ICANN.

Athena is a Stakeholder Engagement Manager at ICANN, deepening ICANN’s relations with stakeholders in Northeast and Southeast Asia. Based in Singapore, she works with key stakeholders to expand ICANN’s presence and engagement in these regions.
Prior to joining ICANN, Athena worked for the Singapore Government, covering customs regulations, economic and cyber diplomacy over a span of 7 years.

He has previously served as Programme Specialist for Digital Innovation and Transformation at UNESCO Paris HQ (2016-2022); Programme Coordinator for Natural Sciences at UNESCO Hanoi Office (2014-16); Programme Coordinator for Post-Conflict and Post-Disasters at UNESCO Paris Headquarters (2008-2014); and Liaison Officer at UNESCO New York Office (2002-2008). Mr Hironaka is a graduate of Harvard University (AB cum laude) and the Johns Hopkins University School of Advanced International Studies (MA).

Vadim Mikhaylov is a member of the team at the Russian national top‑level domain registry, the Coordination Center for TLD .RU/.РФ, where he provides expertise in IT infrastructure, architecture, and technical security. Additionally, Vadim provides technical expertise for the Universal Acceptance project of the Coordination Center, “Поддерживаю.РФ” (Support.RF).
Vadim has over 20 years of experience in information/cybersecurity technologies and more than 10 years in the domain name industry.

Nguyen Thi Thu Thuy holds a Master of Electronics and Communications Industry from Hanoi University of Science and Technology. For 22 years working in the domain industry, she has earned variety experience in Internet resources management and development. She is the main contributor to the regulatory, compliance, dispute resolution and development policy of the .VN domain name, as well as regulation and policy of NIR of Viet Nam in the Asia – Pacific region.
She has initiated and contributed to projects that are good factors for “.VN” ccTLD to be one of the largest ccTLD in ASEAN with highest ccTLD registration, as well as helps Viet Nam staying in the top 10th countries with the highest IPv6 deployment ratio. She is an active APTLD Board member, actively engaging in various international Internet forums and WGs to applify the voice of the Asia Pacific region on Internet matters.
Pursuing the vision of “Internet For All”, Nguyen Thi Thu Thuy deeply engages to Internet community in the region, as well as ccNSO and ICANN community. She contributes her unique solid experience in ccTLD development policy, together with technical knowledge for a stronger and robust community in Asia-Pacific as well as the world.
Lao National Internet Center (LANIC)
Saysomvang Souvannavong is the Deputy Director General of the Lao National Internet Center (LANIC), Ministry of Technology and Communications. He joined LANIC in 2012.
With over a decade of experience in the ICT sector, Saysomvang has been instrumental in driving key initiatives within LANIC. His contributions encompass a wide range of areas, including:
Policy and Regulatory Framework: Drafting and implementing policies, regulations, legislations, and development plans related to the ICT sector.
Domain Name System Management: Managing the registry systems for the Country Code Top-Level Domain Name (ccTLD .LA), developing the Lao Script Label Generation Ruleset for the Root Zone, and overseeing the delegation of Internationalized Domain Names (IDN .ລາວ).
Network Infrastructure Development: Leading the establishment of the National Internet Exchange (NIX), International Internet Gateway (IIG), and National Internet Data Center (NIDC).
Digital Security Enhancement: Establishing the National Root Certificate Authority (NRCA) for e-Signature using Public Key Infrastructure (PKI).
Thai Network Information Center Foundation
Anawin Pongsaboripat is Assistant Director of the THNIC Foundation and a key advocate for digital infrastructure development in Thailand. He actively contributes to the Universal Acceptance Steering Group, promoting Universal Acceptance (UA), Thai domain names (.ไทย), and internationalized email (EAI).
His work includes regional leadership in the UASG APAC Local Initiative, participation in ICANN meetings, and technical training to advance UA-ready systems across Thailand and the Asia-Pacific region.
National Internet Exchange of India (NIXI)
Rajiv Kumar is Manager – Registry at National Internet Exchange of India (NIXI), India, where he contributes to the growth and management of the .IN country code top-level domain. He is actively involved in registry operations, policy development, registrar engagement, and domain name ecosystem expansion.
Rajiv participates in global Internet governance forums, including ICANN and APTLD, and supports initiatives related to Universal Acceptance, multilingual domain adoption, and secure domain infrastructure. With experience in stakeholder coordination and domain security, he works closely with industry partners to strengthen India's digital ecosystem and promote wider adoption of .IN domains globally.
China Internet Network Information Center (CNNIC)
Cai Qing, the Chinese domain name product manager of China Internet Network Information Center (CNNIC), has served as the product manager for the “.中国” domain name since 2015. Over the years, she has continuously promoted the development and application of Chinese domain names, including organizing the promotion of Chinese domain name products and technical seminars, carrying out cooperation on the application of Chinese domain name email with Coremail and China Telecom, and participating in the work of the Chinese Domain Name Initiative (CDNI) to optimize the application environment of Chinese domain names.
Since 2022, as the liaison of ccNSO to UASG and a member of ccNSO UAC, she has been involved in work related to Internationalized Domain Names (IDNs). In the past two years, Cai Qing has assisted CNNIC in applying for and successfully implementing the UA Awareness and Adoption events.
